President Preckwinkle Elevates Government Transparency, Launches Department-Level Public Dashboards to Track Performance Goals with Open Data
Today President Preckwinkle announced the publication of public performance dashboards for each department in Offices Under the President. Each dashboard tracks 3 to 5 Key Performance Indicators (KPIs) that measure a department’s goals and accomplishments. Departments will update the dashboards on a quarterly basis and include open datasets from the Open Data Portal.
The Open Performance website builds upon the transparency goals President Preckwinkle established at the beginning of her administration and is based on findings originally reported in her 2011 transition report. In 2014, the Cook County Board of Commissioners approved a Performance Management Ordinance that required every office in Cook County government to track metrics and publicly report on those metrics in an annual report.
In 2019, President Preckwinkle established the Office of Research, Operations and Innovation (ROI) to further empower employees to adopt performance management and a culture of continuous improvement. ROI oversees performance management for Cook County government.
“I am grateful to the employees in my administration who have embraced this culture of innovation and for using data to drive our decision-making process,” said President Preckwinkle. “We have developed effective policies and programs with measurable outcomes that can now be tracked through these public dashboards., The public can now learn even more about what each department in my administration does, and in addition to providing greater transparency, this can also serve as an informative and useful civic educational tool.”
“We are taking an innovative and comprehensive approach to publishing data that goes beyond outputs and measures outcomes. It’s important that government is transparent about the communities we serve and how we track our impact,” said Cook County Chief Data Officer Dessa Gypalo.
Gypalo has led the expansion of Cook County’s Open Data Portal and is a co-lead of the cross-departmental Open Performance Team.
