NOTICE OF PUBLIC HEARING - Draft Substantial Amendment to the 2023 Annual Action Plan

The Cook County Department of Planning and Development (CCDPD) within the Bureau of Economic Development currently receives Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME) funding on an annual entitlement basis from the U.S. Department of Housing and Urban Development (HUD). The County is accepting public comments regarding its draft Substantial Amendment to the 2023 Annual Action Plan, which summarizes available funding resources as well as related proposed activities designed to meet community, housing, and economic development needs in suburban Cook County.

NOTICE OF PUBLIC HEARING - Multifamily Housing Revenue Bonds

Public Notice is hereby given that on October 23, 2024, at 9:30 a.m. CDT, in the County Board Room of 118 N. Clark Street, Chicago, Illinois 60602, a public hearing will be held before the representatives of the Cook County Bureau of Economic Development and the Cook County Bureau of Finance as designees of the President of the Cook County Board of Commissioners (the “Board”), regarding a plan of finance to issue not to exceed $40,000,000 aggregate principal amount of multifamily housing revenue bonds of The County of Cook, Illinois (the “County”), in one or more series (the “Bonds”) as exempt facility bonds for a qualified residential rental project under Section 142(a)(7) of the Internal Revenue Code of 1986, as amended (the “Code”). The proceeds of the Bonds will be loaned to Deerfield SLF Limited Partnership, an Illinois limited partnership (the “Borrower”), to be used, together with certain other funds, to (i) finance the acquisition, development, construction and equipping of a senior citizen low-income supportive living development, entailing the acquisition, development, construction and equipping of approximately one hundred forty-seven (147) residential dwelling units and certain common areas, including, but not limited to a kitchen and dining facilities, multipurpose rooms, parking, sidewalks and landscaping, all located at 1101 Lake Cook Road, in the Village of Deerfield, Cook County, Illinois and to be known as Deerfield Supportive Living (the “Project”); (ii) pay capitalized interest on the Bonds; (iii) fund required reserve funds including, but not limited to, a debt service reserve fund; and (iv) pay certain expenses incurred in connection with the issuance of the Bonds. 

The initial owner of the Project is the Borrower.  The Project will be managed by Vantage Senior Care LLC.

The Bonds do not constitute a debt of the County within the meaning of any provisions of the Constitution or statutes of the State of Illinois or a pledge of the faith and credit of the County. The Bonds do not grant to the owners thereof any right to have the County levy any taxes or expend any County funds for the payment of the principal thereof or interest thereon. The Bonds will be special, limited obligations of the County payable solely out of the revenues of the Project and other funds pledged and assigned for their payment by the Borrower and its guarantors in accordance with a loan agreement between the Borrower and the County pursuant to which the Bonds will be issued.

The above notice of public hearing is required by Section 147(f) of the Code. At the time and place set for the public hearing, residents, taxpayers and other interested persons will be given the opportunity to express their views for or against the proposed plan of financing within a ten (10) minute time limit. Written comments may also be submitted to Dean Constantinou, Deputy Chief Financial Officer of the County at dean.constantinou@cookcountyil.gov until 9:30 am CDT on October 21, 2024 [48 hours prior to hearing].

Notification of Intent to Apply for CDBG-CV funding from the State of Illinois

The Cook County Department of Planning and Development will apply for CDBG-CV funding from the State of Illinois. The Cook County Department of Planning and Development is accepting public comments regarding its proposed use of CDBG-CV funding from the State of Illinois. The application requests $2,000,000 in renovation funds for a 60-bed non-congregate shelter located at 1566 Oak Avenue, Evanston, IL 60201, operated by Connections for the Homeless.

The stakeholder, general public consultation and citizen participation process for the Fifth Substantial Amendment conforms to Cook County’s currently adopted Citizen Participation Plan, which was most recently amended in September 2014 with a CDBG-DR specific addendum. The Citizen Participation Plan is designed to improve compliance with HUD regulations, as well as more effectively engage the public in Cook County programs. Cook County Bureau of Economic Development and Bureau of Finance - Notice of Public Hearing

Notice is hereby given that on Monday, May 13, 2019, at 3:00 pm CDT, in Room D of the 22nd Floor of 69 West Washington, Chicago, IL 60602, a public hearing will be held before the representatives of the Cook County Bureau of Economic Development and the Cook County Bureau of Finance as designees of the President of the Cook County Board of Commissioners (the "Board"), regarding a plan of finance to issue not to exceed $14,000,000 aggregate principal amount of multi-family housing revenue bonds of The County of Cook, Illinois (the "County"),in one or more series (the "Bonds"). The proceeds of the Bonds will be loaned to Markham Supportive Care, L.P., an Illinois limited partnership (the "Borrower"), to be used, together with certain other funds, to (i) finance or refinance all or a portion of the costs of construction and equipping of a l00-unit supportive living facility and certain functionally-related improvements to be located at 155th Street and Turner Avenue in the City of Markham, Illinois in the County and currently known as the Plum Creek of Markham SLF Project (the  "Project"); (ii) pay capitalized interest on the Bonds; (iii) fund a debt service reserve fund; and (iv) pay certain expenses incurred in connection with the issuance of the Bonds.

Draft Fourth Substantial Amendment

Community Development Block Grant Disaster Recovery Grant (CDBG-DR) Action Plan

The Cook County Department of Planning and Development within the Bureau of Economic Development has received a CDBG-DR grant in the amount of $83,616,000 from the U.S. Department of Housing and Urban Development (HUD) to assist disaster recovery efforts in response to declared major disasters occurring in Cook County in 2013. These funds can be used only for specific disaster recovery-related purposes. The County is accepting public comments regarding its Draft Fourth Substantial Amendment to the Community Development Block Grant Disaster Recovery Grant (CDBG-DR) Action Plan.

Applicable Public Comment Period: 7 Days – February 15 through February 22, 2019

The Fourth Substantial Amendment is being made available to the public for review and comment for seven days from February 15 through February 22, 2019 per HUD requirements via the Cook County website on this link, noted below, as well as on-site at Cook County offices located at 69 West Washington Street, Suite 2900, Chicago, IL 60602. Draft Substantial Amendments to the 2014 and 2018 Annual Action Plans

The Cook County Department of Planning and Development within the Bureau of Economic Development currently receives Community Development Block Grant (CDBG) funding on an annual entitlement basis from the U.S. Department of Housing and Urban Development (HUD). The County is accepting public comments regarding its Draft Substantial Amendments to its 2014 and 2018 Annual Action Plans, which propose new CDBG-funded activities to better meet community development needs in suburban Cook County.   

Applicable Public Comment Period: 30 Days – January 17, 2019 - February 17, 2019

All interested parties are encouraged to provide written comments. Written comments for the Draft Substantial Amendments are being accepted during the applicable public comment period specified above and must be received by 4 p.m. on February 17, 2019, the last day of the public comment period in order to receive consideration.
