NOTE: The Cook County Leak Repair program has reached capacity and is no longer accepting new participants. If more spots become available, we plan to reopen enrollment in 2026.

Cook County Leak Repair provides free plumbing repairs and fixture upgrades to help eligible suburban Cook County residents stop leaks and save money on water bills. 

How It Works

Getting started is easy. Here's how the Cook County Leak Repair program works: 

  1. Enroll: Simply fill out the enrollment form. (NOTE: This program is currently not accepting new applicants. An enrollment form will be available if enrollment reopens.)  
  2. Assessing Your Needs: A team member will call you to discuss your plumbing needs and schedule an in-person assessment for large or complex leaks.
  3. Repairs and Upgrades: A licensed plumber will repair leaks or install efficiency upgrades at no cost.

Why Choose Cook County Leak Repair? 

  • Free repairs: The program covers all costs with funding from the American Rescue Plan Act. This includes assessments, repairs and plumbing upgrades. 
  • Comprehensive upgrades: From leaky faucets to running toilets, repairs address many issues that can lead to high water usage and increased bills. Fixtures eligible for upgrades and repairs may include faucets, toilets, showerheads and more! 
  • Licensed plumbers: Licensed plumbers will repair leaks, replace outdated fixtures, and ensure you aren’t wasting water or money. 
  • Experienced team: Cook County Leak Repair is an initiative led by the Cook County Bureau of Economic Development and administered by Elevate, a nonprofit based in Chicago. This team is dedicated to helping make your home more water efficient. 

Find Out If You’re Eligible

To be eligible for this program, your household must meet the following criteria: 

  • Your property is in suburban Cook County (outside Chicago).  
  • Your household is in an income-qualified census tract OR your gross income does not exceed 120 percent of the Area Median Income (AMI). Please see the enrollment form for the AMI chart. 
  • The property must be four units or fewer, and owned or rented by the person applying. 
    • If you rent the property, an adult in the household must be on the water bill and the owner must sign a consent form.
